I am glad you gave an explanation about the imbreeding of the brother/sister. Rather you care or not I completely agree with you.  You had a choice to put the dogs down or after reviewing their parents pedigree give them a chance.

You can always cull later (either put them down, spay or neuter) 

Withholding paper work is no difference in the way many of these breeders sell puppies with limited registration and say after you prove workability of the pup you may receive full registration. 

I agree if you evaluate these dogs hard through preformance training (PSD, SCHUTZHUND, RING, ETC), extensive health checks, and temperement evals. After hard culling you may end up with excellent breeding stock.

Funny, I never heard anyone quoting the AKC website when talking about breeding dogs with temperament evals and health checks.  The AKC doesn't require any breed suitability tests, working tests or even health or hip ratings.  The AKC has ruined many working breeds, not just the GSD.  I find it ironic to quote the AKC on a thread about working GSD's.  

I don't mean to offend or insult the OP, just venting on my views of the AKC.  This is directed completely at the AKC and their lack of breed standards.

It's not just he AKC but american breed registries period. But you are correct, it seems the AKC community has dominated  when it comes to breeding dogs without any temperment or working evaluations. I'm not sure why German Shepherd owners (including myself) don't transfer over to the UKC club registry. They seem like they sponsor and advocate working ability a lot more. I'm referring to the coon dog trials, weight pull trials for American Pit Bull and American bull dogs, hunt trials for the labs and other retrievers.

Might be a conversation for another thread?

I no longer participate in AKC events, only UKC.  In fact I have both my male GSDs entered in an event this weekend. 

I still do AKC registration though b/c it is what is recognized for this country.  My AKC registration gets me my UKC registration, I just no longer do AKC events.

You are correct!  Used too the AKC would not register a litter from a dam who was younger than 12 months....Now, I went and looked and I see they have changed this rule!

Here it is and speaks volumes for the AKC~

SECTION 5. No dog or litter out of a dam under
eight (8) months or over twelve (12) years of age at time
of mating, or by a sire under seven (7) months or over
twelve (12) years of age at time of mating, will be registered
unless the application for registration shall be
accompanied by an affidavit or evidence which shall
prove the fact to the satisfaction of The American
Kennel Club.

@Faq2, If you recal Prager is not allowing the pups to be registered until they have proven themselves through preformance.

all the years I have had AKC dogs, the age requirement has always been 8 months for a male.
