All non-essential travel by vehicle across border is a no-go right now. Probably best option is to send by air, if possible.
Also, anyone entering the country must quarantine for 14 days, so doubt any transport company will want to do that, even IF they qualify under the stringent requirements to come through border.

I know someone. I've had a dog brought Canada to USA not too long ago, it's definitely possible.@seek.pet.transport on instagram is one option. If that doesn't work out, DM me, I have contacts (I'm a dual citizen).

Overland transporters are exempted from quarantine.

Yes, it may sound funny but it is. I've had dogs from Canada transported to me by professional transport during this time. It's just any other product per border agencies. Probably harder to get a dog IN to Canada at the moment, honestly.
