In my experience the usual age for testes to descend is between four and six weeks. There could be some variation amongst breeds and most of my experience is in breeds other than the GSD.
The latest I have known was ~12 months. Agree with Blitzen in that a late descender may not be the best breeding prospect as there could be an a genetic association with permanent cryptorchidism.
