As far as I know no. It's dog by dog and who you know. Usually people freeze for their own personal use not for resale.
You would be better posting an inquiry for the lines/ dogs that are of interest to you. Sometimes folks will have frozen a favorite male but do not have access to a bitch so you can co-breed a litter.
Keep in mind - some registries do not permit frozen semen or even fresh chilled semen. This was true of the SV but I do not know what the current regulations are.
That being said I know with the AKC, some of the American show line breeders froze semen long b4 it was allowed and just kept it until the regs changed and then used it ( and it being Am show breeders who knows but they may have used it previously just under a live dog's name - and yes I know of several cases of well known breeders substituting one dog for another including some that were publically exposed and banned from AKC- just don't know if any were done with frozen semen)
