I was under the impression that  you believed that in 7:21 THESE PEOPLE CHRIST WAS TALKING ABOUT WOULD NOT ENTER THE KINGDOM,,BUT WERE SAVED. I do not believe these people were saved.

Here the sheep {BELIEVERS} are separated from the goats [UNBELIEVERS}. This occurs after the Tribulation  Period.
Ezekiel 20:33-38  When Christ returns after the TRIB PERIOD He will regather the Jews and purge those who rebelled.This  will be accomplished after He first delivers the whole nation from its persecuters. Those who,like the sheep among the Gentiles,are believers in Jesus Christ will be ushered into the kingdom.

It's talking about they will not inherent kingdom, and at the same time - will not be saved.

 I think much of the problem here I see is.... people are mixing "scripture" with the word of God.

"Enter ye in at the strait gate: for wide is the gate, and broad is the way, that leadeth to destruction, and many there be which go in."

No, the Bible only testifies to God's word.

"It is the spirit that quickeneth; the flesh profiteth nothing: the words that I speak unto you, they are spirit, and they are life."
John 6: 63

"Jesus saith unto him, I am the way, the truth, and the life: no man cometh unto the Father, but by me."
John 14: 6

The Bible is only testimony of truth. (Edit) You know, Old and New Testament. The Bible is only the "covenant between God and the human race" aka agreement.

The Ten Commandments was wrtitten with the finger of God when he spoke to Moses on mountain.

And then it was copy into writing.
