I read a little of the www.handgunlaw.us and in my eyes it appears the two individuals are talking of three things; 2nd Amendment, the right to carry a concealed weapon and the responsibility to take a pro-active position in our personal defense.
One needs to remember the 2nd Amendment, the words themselves, the time it was written. Our forefathers were not politicians, they were farmers, bankers, teachers, business owners and so on. Individuals who could face death for what they were doing or attempting to do. IMO, time, mentalities and individuals have misconstrued the true meaning and interpretations of The Declaration of Independence, The Constitution and The Bill of Rights. My first job once arriving to Maryland was to work at The National Archives in D.C. protecting the Declaration of Independence, The Constitution and The Bill of Rights. The information at hand was astronomical and their library on the visitor's side had a wealth of information also.
Some states, (can't remember all of them) but they are governed by "Common Law" the law of the old time, and others are governed by something different. D.C. is not a STATE and that is why they are different and fall under their own, (I would think since the President and everything our Country is made up of is there, so to speak, that could be part of the reason also.)
That is why I questioned the OP's statement. We're talking of other things than just the 2nd Amendment here.

My first adult life job was an assignment with the Old Guard, the US Army's presidential honor guard, among whose duties it is to protect the capitol and White House in time of national emergency. From my experience, there certainly was no shortage of gun crime in DC, only defenseless citizens. People who, if not denied their right, could still be alive today.

I'm not here to split hairs with you.
Second, I totally agree with everything you just typed, last post.
But the OPs original comment probably needs clarification. One is not the same as the other. That is my point. We are commenting on many things in this thread NOT JUST the 2nd Amendment.
