This SAOVA petition will go to CONGRESS and specifically, the House Oversight Committee; aiming to STOP the passing of this USDA/APHIS regulation altogether, for "legal" reasons.  Both are good; sign both, but this newest one is what many feel will give us the best chance of STOPPING this regulation.

DONE - my comment........

This new law will cause many hardships on small hobby breeders. It will force us to build kennels and housing, eventhough our dogs live inside our homes, it will cause large volumes of recordingkeeping and will allow officials to demand inspections of our "kennels" (homes) at will.

Cities, counties and states already have regulations regarding animal wellfare and hobby breeders. The size of the federal government is already too big and is spending too much of our taxpayer dollars unnecessarily- instead of looking for ways to grow federal government please look for ways to reduce the size and scope of federal government!

I have CALLED and told them that I will not contribute or vote for them if they're on the list that approved the bill......also that my brothers, sisters, parents, friends and puppy clients will also refuse to contribute and will not vote for them......

Picking up the phone and calling has much influence as many do not do this.

Hi All,

We are getting down to the final hours to submit comments in opposition to
the USDA/APHIS proposed rule which could impact nearly every hobby breeder
in the United States. The deadline for comments is AUGUST 15, 2012 at 11:59
p.m. Eastern Time.

The extension of time to submit comments has allowed the HSUS and the ASPCA
to begin massive publicity drives asking their supporters to submit
comments. To counteract their campaign WE NEED TO KEEP OUR OPPOSITION
COMMENTS COMING.

USDA is proposing to close a so-called "loophole" under the Animal Welfare
ACT (AWA). The AWA exempts "retail pet stores" from licensing since they
are accessible to inspection by the purchaser. Until now the exemption
included home based hobby breeders who sell kittens at "retail." The
proposed rule would expand the licensing requirements to include thousands
of hobby breeders previously exempt. At the same time the rule would exempt
more breeders who sell at wholesale to pet stores and for research, the
commercial breeders the AWA was intended to regulate. This would overturn
40 years of prior interpretation of the AWA and vastly impact hobby breeders
of cats, dogs, bunnies and other pets.

I'm unclear what all of the fuss is about.  The new rule increases the number of breeding females you can have and still be exempt from three to four.  How many breeding females does a person have to have before we stop calling them a "hobby breeder" and start calling them a business whose goal is selling dogs for profit?

Well, I think it means if you are actually a dog broker and not just a hobby breeder, you will now be limited to the number of pregnant bitches you can import.  And that's a nice little money maker, right there!
