So, for probably a year now there have been these really annoying dogs that I see every day on my walk. The owners have no fence, do not let the dogs stay inside, and the dogs will roam all the way onto our road (about half a mile away) and sometimes they'll roam nearly half a mile in the opposite direction. They run through people's yards, bark at peoples dogs, play with some though, but the thing that drives me nuts........ If I'm walking, say I'm walking down the road I live on, turn left to go into the subdivision (that's where I walk because it has the steep hills and gets the best exercise) if they are at the top of the hill, they will follow you all the way down the road going into the subdivision barking at you constantly. They're not going to attack, I've made sure of that in the past the first week that the owners got them and they attempted it. The subdivision is a circle, with a road in the middle......it all leads into one more subdivision. I've even tried to avoid the left road (where that dog lives) so people wouldn't have to hear him barking. But no, he pops up from random roads or yards and annoys neighbors like crazy. There was one morning, late morning close to 10 am, I was walking and had to stop for a minute on the road that I no longer walk on. Well, the dogs just barked and barked the whole time, and the next door neighbor to that dogs owner, opens the door and yells at me, tells me to take my dogs somewhere else. My quiet, well behaved dogs lol..... So I just looked at her for a second, and went on. (The reason I stopped was because someone was walking towards us with a hood on, and my pup was nervous about the person. I had never seen the guy before so even I was suspicious) Anyway, these dogs do this literally every single day and will follow you through roads they don't even live on......from roads they don't even live on. I use to get dirty looks from the owner when I walked past their house in the past. Their daughter (she looked 16 or 17) takes the dogs walking apparently, but off leash as I saw yesterday when they walked past my house, peed on my fence, kicked leaves up, never listened to her, and almost got hit by multiple vehicles.
What do you guys do about people/dogs like that? I mean I'm not worried about an attack from the dogs by any means, I avoid the owners road so I don't have to listen to the owners next door neighbor......or the owner, but it's annoying to have two dogs following you for over half a mile barking at you the whole time. I caught these same two dogs trying to get in our yard about a week ago as well without the owner or daughter with them.

I had dogs and an owner like that next door to me. As I said HAD, here we have leash laws so between Animal Control and the fact I told them the next time their dogs charged me I would shot them. I have the right to protect myself if I feel threatened. They did put a fence up even though they considered it cruel.

I have that problem too. A smaller dog (looks like he is part chi... maybe mixed with dachshund) loves to terrorize the neighborhood. He doesn't wear a collar... isn't neutered. It has gotten to the point where I won't even walk my dog in the day time around our neighborhood because every time that damn mutt finds us and will follow us the entire way. I'm pretty sure he belongs to one of the Mexican families around here, because the kids call to him and he listens (I don't speak spanish and have no idea what they're saying... but I know its not the word for dog).
But a few weeks ago my dog was having some... ehhm... explosive problems and was taken outside for a bath (as was the kennel). Guess who found us. I litterally had to chase the f***er out of our yard with a trashcan lid.
Myself, I'm very close to calling Animal Control on him... as much as I dislike them, that dog drives me nuts.

They did put a fence up even though they considered it cruel.

They consider me cruel as I have dog runs and I actually use crates.

First, you should contact your local animal control officer.
Look up state and local dog laws. The owner may be in violation of several - are they licensed/vaccinated? (collar with license and ID tags). Owner could also be in volation of leash law, roaming dog law, nuissance/vicious dog law, etc.
You should also go out (without your dog) and get evidence of these dogs roaming (off owner's property), behaving aggressively, in photo or video form, and keep a written history with dates and times that you can submit as evidence to support images or videos. Law enforcement loves solid documentation.
You will be doing these dogs and your own a favor. It is a darn shame that there are so many irresponsible dog owners around.

Rich V I did take a camera with me once, and took short videos when it was on a different road......I think the footage got deleted off my computer though. With that said, it won't be hard at all for me to get another recording of it since it happens almost daily. The dog is more so a threat towards anyone who walks their dog just because it typically tries to go after dogs and not the people. The two dogs wouldn't get away from our yard yesterday both on their way past our yard and then heading back towards the subdivision. On her way back towards the subdivision though.....it really wouldn't go so I told Max (who was in a sit/stay) "get em".....and he charged the fence, and the dogs booked it away from our yard. Max just stood tall and proud when he got to the fence. And then I called him right back to me and he sat down. I'll definitely check into all of the laws though. I have no clue if they're vaccinated or not, one of them typically doesn't have a collar on.

Judy P and Dawulf, here is my response to your guys first comments......The one I deleted because it cut it off. It's going to be very long post though. It's about the dogs, and a couple of other dogs, one of them being a Rottie that I've mentioned in the past and something going on with that dog/owner....
Judy P, they'd probably call the law on me if I threatened their dog lol. There is a dog in the same neighborhood, who if off chain.....will attack anyone and everyone and their dog. They chained him.....eventually put him in the house.....and now they have an electric invisible fence so they can leave him outside. If he is near his territory he will attack.... However recently I saw that the invisible fence must not be working anymore lol. He was in another neighborhood, chicken as can be when off his territory. He's a Pit bull mix, he tried to attack my dogs a couple of years ago and I had to be very, very quick, assertive, and forward towards him. He backed down, but any hesitation and he would have gotten me. I don't have a gun, but on my walks I always carry a large, sharp bowie knife inside my jacket. I don't go flashing it around lol, it's just there in case one day I really do need it. You never know who or what may come out of the woods or around your neighborhood. Dawulf, I feel more sorry for you with that being a small dog. I remember a police officer (neighbor said he was an officer, he may not be) had a small dog here in the past like that. This guys neighbor saw that the little dog wouldn't quit taunting my dogs (running around my pack barking and trying to get as close as it could wanting to bite) so he came over to me......and then he ran the little dog off himself. Needless to say I thanked him. That same dog was down at another house a few days before that.... Little kids (like 10 years old) picked the little dog up so I could go in peace. I had a chat with the police officer of the dog a few days later after that little dog followed me to my road.....a Rottie jumped the fence....and attacked it. I told the guy about it, told him he needs to control his dog... "Oh, we try to, but we just can't"......Tries to as he watches tv most of the day lol. After I talked to him, I never saw the dog again.
