A sister of a friend of mine purchased a Bassett Hound puppy just before July Fourth. Cute little fellow!....it has come down with "cherry eye" in both eyes and also red mange, which is an autoimmune issue.....if this was your pup, what would you do?

If I had purchased the dog for showing or breeding without a doubt it would go back. If I purchased it as a pet no, I would however advise the breeder and ask for at least a partial refund to assist with vet care. I would suggest Revolution or Advantage Multi to treat the mange.

Their are puppy lemon law's in various states helping consumer's who purchace defective puppy's. Google which state's have these puppy lemon law's,and you can find out what your right's are.
All the lemon law's allow you to keep the puppy and still get refunded, plus vet cost's.

Is the "red mange" or Demodectic mange localized or generalized? It is not uncommon in puppies that are otherwise healthy. Demodex mites are naturally on all dogs, but the immune system keeps population controlled. Even stress, such as change of owners etc, can cause an outbreak, and does not necessarily mean there is an autoimmune deficiency.

Cherry eye is common in some breeds, like the Basset and some small dogs, like Chihuahuas. There are lots of reasons for it, and allergies are one; rubbing can cause it, also, so if there is something irritating the pup, that could be why it's appeared now. I would use a lubricant and put them back in place and keep an eye on them. Often, as was the case w/my pup, it doesn't happen again and they outgrow it. Surgery used to be universally recommended, but not anymore. It can do more harm than good sometimes and cause perpetual dry eye.
Second, the mange, if demodectic ( I don't know which is "red" mange) is also a stress response. ALL dogs carry these mites; only certain ones will show symptoms, but if the puppy has been moved (yes, it has!), had a change in food, been exposed to an allergen (which is what I'm wondering due to the cherry eye also) and/or recently been vaccinated, I'd say there's a good chance it's simply an immune response to way too many stressors at once. Would I breed this dog? Probably not, or at least not w/out knowing all the answers to the above questions.
But- would it go back? Probably not, again, depending on the answers to the above questions.
What more can you tell us? When did this happen? What are they feeding? Was it vaccinated? When? With what? Does it appear to have allergies? And the list goes on....

All things that can be taken care of and treated with veterinary assistance. If the dog is a pet, then take care of the problems. If the dog was supposed to be a breeding animal, then poss. get a refund or return the dog - either way a call to the breeder to ask about a refund or some sort of vet bill help would be reasonable, since the dog is still a puppy.

I'd keep it, but would ask the breeder for a partial refund as someone else mentioned. We got a GSD puppy years ago that had hip dysplasia and one dysplastic elbow, diagnosed one month after we bought him. Breeder offered to take the pup back, but we couldn't do it. Once you bond with the pup it's really hard to give it back.

demodex is pretty common and the localized type it generally a self limiting condition

What does the contract stipulate?
The eye disorder is a common problem with that particular breed, and for the Demodex (red mange) problem...it can be very common with puppies suffering from stress factors.
The eye disorder (itself) can be enough of a stress factor to bring it on.
This is another situation in which certain problems are common in some breeds where a buyer needs to educate themselves with the health problems and risks associated with the breed.
Contact the breeder...(they should be notified) and try to work with them.
Good luck with the puppy.

Depends on what the orig. agreemet is for potential refunds or exchanges. I purchased a beagle from a breeder and her only agreement was to get the pup to a vet within 72hrs for any potential refunds or exchanges. If that happened to my beagle not sure what I would have done as beagles like basssets are prone to cherry eye that comes with the territory. I dont think I would have wanted to get rid of my pup for mange either. IMO can happen with puppies. And like other said if it is a pet I wouldnt. Best of luck
