Is it a normal age to pickup a new puppy at two and half months?I brough a puppy in germany,I want to ship it in 2.5 months, but the breeder said need extra charge 150 euro to take care the puppy,is it fare to me?

What reason has he given for the delay?
If he hasn't given a reasonable explanation [vaccines, the dog is currently ill, etc] I'd ask for a full refund of my monies, and not getting it, complain to the SV.
