In what State/Country are you located? In many States in the US the rules and regulations for K-9 certifications, ie: patrol, tracking, nitrate and narcotic detection, etc. are set forth in the law. In Ohio, these rules and regs are in the Ohio Administrative Code. The K-9 training academies must have certain required curriculums and must submit extensive formats for both classroom and practical instruction. The submission is reviewed and then the school/academy is either approved or not approved. In Ohio, a K-9 TEAM must go through an approved academy prior to taking the State Certification Testin any discipline.
You might want to contact your governing office as it relates to K-9 to inquire as to what it would take for you to have your own academy. Although, in some areas, you may NOT sign off on your own dog .
I hope I may have shed some light on your question. I am sorry you felt the two weeks of training prior to certification was a waste---GOOD training is NEVER a waste of time. Good luck to you!

On the left side of the page, under Drugbeat, click "find a certifying agent"
Certifying agents are in many states.
Where are you located?
