Tattoo info needed

My friend in Rescue in Southern CA pulled a young (4-6 month old) black and red male out of a shelter in San Bernadino. He has a tattoo - the number appears to have been done with a 4 number tattoosince it is not in a straight line. the number is AC73 8101. I have some pictures of him that I will post a link to. Any help would be appreciated.

The tattoo looks to me to be a California driver's license number. Some people use that number for tattooing, among other things. Check it out, just in case.
