we have tested for every bacteria etc that exists on this earth/ thyroid pancrease/sonogram/left in the pen with an experienced female have contacted a repro vet a holistic vet and my own vet, we have used a supplement called mr. stud (really), dud stud, the only answer i got from germany was that he was never near a female for 18 months that he lived in germany. i have a very good adoptive home willing to take him, but damn it how does germany get away with this stuff. in the usa i have to guarantee everything. in the past 4 years my friend and i have imported 3 females paid extra for the stud non of these females have had puppies/ no one has been replaced no money given back

Try letting the dud stud watch.
He'll start to get a clue once he sees the real deal.
As for your luck with buying from Germany I suggest you give it up. Unless you have a trusted friend (or buy from someone that has good connections) you're going to get trash.

How long is the dog with you?

GSDforever, that dog will not have been a proven stud when you bought him and no one can or will guarantee anything in regard to reproductive performance anyways. Not in Germany and not in the US. Because reproductive performance may disappear at a moments notice, and even reappear again later. That is nature. If you breed dogs you need to accept the limitations that come with living beings.
How can Germans get away with stuff like that? Nobody got away with anything. This was probably not anticipated, never even talked about specifically at the time of purchase, and most definitely never tested. Do you really think it is different anywhere else in the world? Absolutely not. Have you ever sold any adults? What did you guarantee then? With an adult you cannot guarantee anything other than what you have at hand. Do you replace a pup that will not be able to conceive or sire a litter as an adult? You will not. This whole guarantee up the YingYang produces false expectations.
If that dog had been good enough for the top in Germany he would have stayed there and the owner would have made sure that any little hang ups re breeding would be taken care of quickly so that the dog can be studded out. No AI possible in Germany, only live cover. With a dog sold that young (you mentioned 18 months) and only with SchH1 no one in Germany had ever even made any attempts to breed this dog or even consider him for breeding at that time. That would not happen til he is reaches the SV minimum breeding age of 2, has his SchH3 and his KKL. And even with all titles in place he most likely would not get a breeding unless he would have emerged as a top dog. So this is not a case of misrepresentation. We know this dog was never a proven stud and never sold as one either. Even in the US, who will guarantee stud performance of an 18 months old male? Or of an unproven dog. C'mon!
Fertility comes and goes. Libido comes and goes. Males need to learn how to breed and sometimes they need a helping hand. I have spent many an hour on the phone with people, experienced breeders even - who were experienced in whelping and raising puppies and so far had been lucky with a push button stud and no clue what to do when there was no button to push, who could not get their new male bred because he fumbled around, tried but without success, gave up when not successful or did nothing or was intimidated by the bitch, and they needed on the spot instructions how to get their dogs bred. Crash course in male and female anatomy, handling all the naughty bits, and how to lay hands on personally, how not to be so squeamish or embarrassed. If you want to breed, you need to learn the ins and outs, literally. Can't always rely on a vet. Vets are not breeders, not even repro specialists. They do this in the most clinical sense, but not so much in the practical sense. If a dog wants to bite, get out the muzzle and see why there is a reaction of the sort that you described. For a vet to not go further to find out why the dog reacted as he did already tells you that the vet is a dud.
With that sort of reaction, there is most likely some sort of a physical problem. Opening of the foreskin could to too narrow. There could be growths that will keep the foreskin from sliding back properly. Something wrong with the penis bone. Or several other issues. If the dog is otherwise healthy and shows no symptoms other then when being bred possible physical restrictions would have gone unnoticed in Germany. So again there is no misrepresentation here. If there is nothing wrong with the dog, no infection, no disease, nothing physically wrong, then it is just a management or 'handling' issue and that is something you need to overcome. Not anyone elses responsibility.

If you brought over bred females and they did not take then you did not educate yourself about how to do this the best way. Glitches can happen, but if done right the success rate is pretty high. Most sellers in Germany will not know what might interfere with the chance of a successful breeding if a bitch is shipped during pregnancy. They breed for local needs. Overseas, not so much. You apparently also do not know, so do not expect any more from the person selling you the dog. And please also don't blame this on other people if you still could not get this right after 3 times. The first time around I would check into what could have possibly gone wrong. The second time around I would have questioned my approach and been a lot more thorough. A third failure would not even be an option. I can tell you from personal experience that in the years we have shipped bred bitches we have only had it happen twice that a female did not have a litter. Once the ultrasound was inconclusive, the other time the ultrasound had confirmed pregnancy but somehow despite all precautions there was no litter. That is offset by countless bitches that all have produced live litters. That did not happen by chance, that was carefully planned and managed. But guarantees we canot give either. If something happens to you repeatedly you need to look into what you are doing, not what the other people are doing to you. You have choices, buy or not to buy. If you wanted a proven stud then buy a proven stud and not a half finished, unproven, young adult. If you buy bred bitches, find out how to ensure pregnancy was confirmed before shipping, and how to increase chances of the pregnancy being carried to term. BTW, if a breeding in Germany did not take you are entitled to one free repeat breeding. If the stud is sold or passed away you are entitled to half of the stud fee back. You have to go and get it, it will not be handed to you. Would not be handed to you in the US either. So please, lets stop this Holier than Though attitude, because frankly it is rediculous and I for one simply cannot listen to this garbage any longer. It is insulting! I can tell you from the flip side of the personal experience meter that it is no different when dealing with Americans. Some that is. There are certainly many I value very highly. Very highly. But I have also met enough that would hardly qualify to reach as high as the Scum of the Earth Level! Certainly enough of those around. Including supposedly respectable people, starting from well known breeders all the way to law enforcement. You leave those by the wayside and stick to the good ones. Same as everywhere else. Such scum is hardly worth mentioning. That is how its done in Germany. You keep it to yourself, maybe bitch to your friends. Otherwise this board would be full of complaints of how crooked people are outside of Germany. Don't kid yourself. It would bust this board!!
BTW, a young dog with a SchH1 has other values than just as a potential stud for you. Dogs like that are sold all the time to companion homes because there are plenty of people out there who want a titled dog but not breed. There is certainly a market out there for dogs like him. If you just want to give him away or adopt him out, that is your personal decision. But if you decide to let him go and do not do your part to recouperate his purchase price, do not hold anyone else responsible for that sort of mismanagement either, or complain about not getting any reimbursement. You are well in the position to get reimbursed.
