As a Special Education teacher, my belief is that this dog is hearing impaired. His confusion concering similar sounds makes this completely obvious. Being a German Shepherd, it should be easy to teach him sign language to enhance his communication skills. I do not recommend that he be cross trained and utilized by the visually impared, as he will find it difficult to guide while talking with his paws.
