What is the earliest age that you should do an x-ray on a puppies hips to see if they are good or not?

If you're in the USA, you can have the OFA prelim them at 6 months. Official certification is still 2 years old or you can send off for the 'a' stamp to Germany at 12 months.

But can it still change when the dog gets older I know that the age of 2 is the Official age. But what is at 6 months may not be a 24 months? Do I understand that right Thank you

Yes, a dog may develop hip displasia later on, but usually if hips look great at 6 month old, they will perhaps look good at 24. And also, with cases of sever HD, a dog's hips may look aweful at 6 months already.
