Rent a car with Navagation. I get the cheapest box of a car from Alamo. Look at what they have in their stalls when I arrive and ask for an upgrade to the one I want. Saves hundreds.
I usually stay outside the city in guesthouses, 20 euro a night.

Are buses an option. Or do they have buses plying to and from the event to nearby towns. are they easy to get?

I'm not familiar with the transportation system in and around Ulm. Maybe someone here is.

I know a few who have been on Fred's tour - they enjoyed it. With him, you get to split transport and hotel bill amongst a larger group, and you get some sightseeing as well.
