Soundness then, isn't part of the equation for determining all civil dogs. The provocation is not the issue, only the result.

I don´t think so, for me "targeting" is the result of training, whereas "civil" describes a basic attitude.
"1/ Dog is not civil if the dog will not bite anything else but equipment period."
This only holds true for a totally untrained dog - I know a lot of "civil" dogs who are trained to bite equipment "only", but the dogs in itself are still "civil".
"2/ Dog will bite a man but prefers to bite equipment if present is between civil and not civil."
There are "civil" dogs that do have a lot of preydrive, too - doesn´t make them "between civil and not civil", just makes them civil dogs with preydrive.
"3/ civil dog is the one who prefers to bite a man rather then equipment and will even avoid equipment to get to the man."
Same as #2, and I didn´t see a "civil" dog yet, that tried to "avoid" well presented body protection equipment, but tried to get an "unarmed" body part without former training by purpose.
"Type1 / type2" - in case there would be 2 types of dogs only, dog training would be pretty easy, but it isn´t.

Duke I think that GSD is not yet ready for the suit this is why they put him
on a sleeve
If you look to his grip he loose grip he goes too much downstairs, If you put
him on the suit to the biceps I expect he goes to the underarm if you put some
pressure on him,.
This what I see from this small video.
, nice to see another GSD in the KNPV hope he will succeed.

Duke said that this dog was "civil" as a pup already, but they didn´t want to develop "civility", because they want to title him.
What we see is the attempt to strengthen the prey drive - it´s not perfect right now, guess the ( still very young ) dog doesn´t feel 100 % comfortable in the situation yet ( prey or BG ? ).
He doesn´t trust the helper, but he wants to get the prey - not that easy for a "civil" pup.
Some more months, and he´ll be fine.

good pressure with his performance, a good genetic strong dog will act difference equipment or not.
That dog looks a litle bit confused not very sure.......... maybe the age???
But most of the times I see it different than other people time will tell.

I like "confused" - think about a lefthander=civil forced to write with the right hand=prey ( I know, it´s maybe lame, but I guess it fits ).
I am a lefthander, and I was confused for quite some while when I started to write with the other hand, didn´t feel good , my brain really had difficulties ( okay, my brain sometimes still has some difficulties, but out of other reasons...), but after a while I was fine ...
I guess the owner wants to keep this dog, that said he has to "follow the rules", no kick´n rush, no fancy bitework videos for customers, but a dog able to follow "the official routine" later on.
People would wonder about the amount of "civil" German Shepherd Dogs trained to play according to the rules...

if you look at first video you see he is spitting out prey to go for the man, I am very happy how he works so far
