Forgive me if I repeated some ones explanation. I did not read all the posts. 

This a matter of relationship with the dog. This behavior is usually caused by the owner throwing to the dog a toy and then when the dog brings the toy the handler is  keeping it or  putting it away or keeping it too long - as far as the dog is concerned. That is no fun. Dogs like the game and chase . If you frustrate that game by not playing along then the dog will revert to possession of the " prey" which is more fun then watching you putting the  toy away for too long or completely. 

Here is a rule: you give the dog what he wants and he will give you what you want. Hopefully naturally he wants to play more then keep.

Nothing is simple.  Stop throwing the toy for time being. First I would teach the dog the  basics  obedience with the toy. All on leash or long line.->Do not ever give him chance to run away and keep away the  toy ever agin ( Thus the long line) . 

Now  I would command him to bite and then I would engage him in fun game of play then I would freeze release the tension and command the dog to "out" . When he does out  then IMMEDIATELY (!!!!) REWARD THE DOG  with another bite and play tug of war . Repeat about 5x-10x  for about 3 - 5 days. 

 Then start wedging in between out and bite other commands. Like Out - sit- yes bite play tug. And then out - sit - down - yes bite-play tug. And then out - sit - down-sit -yes  bite play tug and so on until you come to Out - sit    - stay  ( you back up 2-5 steps ) -come - sit- yes bite-play tug. Increase the distance to let say 15 feet. 

And then  Out -sit-yes bite stay ( with the toy in his mouth ) and then back up 3-5 steps come -sit - play vigorously and repeat . 

 Then Out - sit - heel-  throw - send the dog to retrieve the toy - come ( on line)  - sit in front- out - yes bite-play tug ...repepate

 

 During all this keep the dog on long line.  The idea is that if the dog will bring the toy he will have more fun coming then keeping away. If the dog decides to keep away while on the line  tug on the line naggingly and command the dog to come. When he does come do not do anything else and "Out" him and immediately "Yes play tug " with him again.

Always  maintain happy attitude, happy higher pitched voice. If frustrated quit. Keep it sort and sweet . At first 1/2 - 1 minute at the time. Always quit if the dog wants to do more. When done with the exercise always allow the dog to carry the toy home or into the car or as long as he wants to carry it. When he drops it PU it up and put it away. Never allow the dog to chew on training /play toy or toy made from same material as your training toy or your shoes or wallet or ...... For that are chew toys. - like a soup bone.

When the dog is doing all the above well then you can turn this  into plain fun fetch game.
