  To say the dog is having" great obedience" is false or incorrect  statement. If it would be true, then you would not have your problem with this dog.  Obedience is not just to make dog sit down stay come heel but to do it at any situation- especially critical situation. That is achieved through establishing of leadership position.  

 Problem solution:

 

Dog on leash becomes more aggressive if you allow him to pull or even walk not next to you but even slightly ahead of you. If that is happening then the dog is assuming leadership position ( bit prtoblem) and becomes almost like on command , protective - overly protective.

 Simple solution is to correct the dog on leash and collar ( pinch or chock)  every time he gets ahead of you . You say "NO" first(!)and  then snap ( not pull!!!!) back. If you do not know how to snap on leash properly then use pinch.  Correction must be strong enough for the dog to respond immediately and look at you. if he is not stopping to pull  or be ahead of you then your correction is not strong enough or it is not executed properly. 

When I am correcting the dog then it is important the the dog understands that the correction is coming from me.  Remember 1st "NO" 2nd correction on leash. This sequence is important, since first you "growl" "NO" with deep voice and then you "bite" with the collar .  It is escalation of consequences of misbehavior.  If this succession is rigidly maintained ( and it is going to be counterintuitive so you need to pay attention) then eventually all you will need t do is to say NO and dog will respond before the snap on leash  or even when the dog will be off leash. 

 Another thing is when you see another dog say NO snap the leash and change direction 108* . 

 There are also + only methods to do this . Every time your dog sees the dog but before (!!!)he gets aggressive you start acting rally happy and play tug or give him a treat  and walk away from the dog. This is Pavlov's conditioning. : Stimulus = strange dog  reward = Tug game or treat. 

This works well but it addresses only  the symptoms and not the cause . Which cause is that the dog and not you is in leadership position and this needs to be addressed sooner or later  or this will rare its head in infinity of other problems.  

Thew long  solution: To establish leadership position you need to use proper obedience training. +/- . Positive only methods will not help you establish leadership position with all dogs but only with generally submissive dogs.  

 You must establish leadership position sooner or later.
