Every healthy dog can start with the basiscertificaat zoekhonden( basic certificate trackingdogs) after certificate
you can start with the other tracking programs.
This is the program zoekhonden in dutch maybe you can translate in english with google translate

Its looks like the dog is required to use a bringsel. In USA, I've only seen these used with health-alert service dogs. I've never seen a sport dog use one, nor seen a trainer work a dog with one.

Maybe you can contact Dick Staal he is dutch police K9 instructor who also gives very good seminars
also in the USA, He is the author some books about tracking and scent detection translated in english

The KNPV tracking , searching persons ,scent detection is not a real a sport program but it is some basic that the dutch police use for real life situations.

Small demo Marcel Nijland and Koira with kids this dog is also certified in all diciplines, show some apport, tracking, revieren, scent detection, Scent detection police also used to arrest suspects but the video shows only some basic work.
