AlabamaEliteK9, grimmdog already got you started with that info, too:

For anyone that knows me, the injury/ailment theory drops out as soon as I breed to him. I would never allow that obviously. One of my pet peeves is people in this country that are so wholly caught up in titles and points. They think if a dog is an IPO3 it MUST be better than an IPO1. Or that a dog on a podium with a 293 MUST be a good dog for breeding. It could not be farther from the truth.
I have seen people brag on how this or that their IPO1 dog is and I look to see if it is. If it is, the lack of IPO3 titles means absolutely nothing to me as a breeder. The question in/of itself isn't horribly wrong mind you, but it's a pet peeve of mine, and I felt the wording possibly called into question my ethics or past breedings. If I breed it, you can bet your ass it's a strong dog and it's healthy. I also know why the dog remained an IPO1, and that is not for me to say (as I've stated). No one would even know of this dog if it weren't for me breeding to him and supporting him. This is one reason I so strongly dislike these dog forums. People wonder why breeders hold knowledge. There was a question and I answered it. Next time maybe it's just easier to say "if they wanna know they can go find out like I did. Then I won't have to answer to new people possibly publicly questioning my ethics or breedings or others about how fair their questions were..." It's just easier to say nahhhh and walk away and focus on what I do.
Gunther, you said that wasn't your intention and I believe you. It's just a pet peeve of mine but I think you're probably new and didn't mean any harm. Feel free to contact me privately any time and I'm happy to try and help you in any way I can. 👍

and yes a IPO 1 or IPO 3 is not a bigg different, and not everybody wants to breed with his working dog.. but as a breeder i always search to a dog who have at least a IPO1... and always going to look to one of his trainings, to see the character, the drift, the speed, the will to please... its are a lots of things that make a dogg great !
