Does anyone know when the new IPO changes will take place? I checked the rulebook through the USCA member access but it looks like the same rules. Thanks

Which particular rules are you referring to?
The moment the new rule book is available the rules are technically in affect. Most of them are small changes in procedure or better descriptions of past rules in order to make things clearer for judges and competitors.

I thought there was a lot of talk about changes to IPO 1 such as not requiring the retrieve, etc? Perhaps, those changes never came to pass. I thought they were predicted to start in 2016?

For what I have heard (in Holland):
the new rulebook is being translated for German in Dutch and other languages and it will be in affect in 2017
