Editorial: Animal-shelter law's repeal would go too far
An old rule of politics is to target cuts to constituencies that don't vote. In the past, that has referred mainly to ethnic minorities. But Gov. Jerry Brown is taking that cynical ploy to a whole new level targeting the lives of animals.
