The numbers are elbow ratings, as designated by the IEWG (International Elbow Working Group)

For Hip Displasia : A – Normal ; B – Transitional ; C - Light ; D - Medium ; E - Severe
For Elbow Displasia: 0 - Normal ; 1 - osteofite less than 2mm ; 2 - osteofite between 2 and 5 mm ; 3 - osteofite more than 5 mm.

with regards to SV it would be considered a(2) fast normal.

The german shepherd dog is NOT one of those breeds.
A rating of "B 1/2" would indicate...
B: Transitional, Nearly normal hip joints - Fast normal
1/2: Mild osteoarthrosis in one elbow (<2mm), and Moderate osteoarthrosis in the other (2-5mm)
For Hip Displasia:
A – Normal, No signs of hip dysplasia
B – Transitional, Nearly normal hip joints - Fast normal
C - Light, Mild hip dysplasia
D - Medium, Moderate hip dysplasia
E - Severe, Severe hip dysplasiaFor Elbow Displasia:
0 - Normal, No signs of elbow dysplasia
1 - Mild osteoarthrosis, osteofite less than 2mm
2 - Moderate signs of osteoarthrosis, osteofite between 2 and 5 mm
3 - Severe signs of osteoarthrosis, osteofite more than 5 mm.
