Is the dog chasing it's tail or trying to get at an itch?

I would check to see if could be fleas, or it could be an allergy.
Alot of times it maybe just that the the dog needs a job. If its a high drive dog it may be not be getting enough exercise. They have a spray called bitter apple that you can get fron the pet store but some say it works and some dont. Boredom . You might ask your vet also to make sure there are no medical problems. In the mean time keep it distracted when it tries to bite .

If your dog is chasing it's tail, it needs more brain stimulation.
Might be time to go sheep herding, or agility, or start some serious obedience, and after that you may  find she is too tired to continue the behavior.

I had a pup that started chasing her tail, and I stopped crating her, just kept her around us within reach so we could redirect the behavior.
