Is the pup male or female? Does it look and act healthy? At that age, it should be playful, bright-eyed and energetic. Does it look thin (ribs showing)?
Is it an only pup? How many are in the litter? Is it getting its fair share of food, or are the other pups pushing it away from the bowl so it doesn't get enough?
Lots of questions to consider here. Please give us more information.
Also here is a link to a weight and growth chart: http://www.mygermanshepherdpuppy.com/german-shepherd-growth-chart.php
Your pup is almost a month old, and, according to this chart, should weigh about 7 lbs. if it is a female. So, yes, this pup is on the small side.
However, my friend had a pup in her first litter that weighed only 8.5 oz (just over 1/2 lb.) at birth. By the time the pups were ready to go to their new homes, she weighed about the same as her other 2 sisters. So, it is possible for a small pup (runt) to catch up, especially once you begin weaning, and the pup no longer has to compete for a nipple.
Make sure it gets its fair share of the food, and if it does not show improvement soon, I would take it to a vet. It could be a dwarf, or it could have other problems that are keeping it from growing.

A vet checkup and weight is surely justified. Definitely worm them even if stools are good. If they finish their food in less than about 20 minutes you could probably increase their food, but do not over feed. BOL Nan
