Five yellow Labrador retrievers will hit Metro-North Railroad stations between Greenwich and New Haven this week as part of a new State Police anti-terrorism unit.
 

Raised since birth to sniff out explosive devices on trains, in luggage, on rail platforms or bus stations, the dogs, each with an assigned handler are part of the State Police Mass Transit Security Unit, a new program financed with a $1.875 million federal transit security grant to the state Department of Transportation.

I was disappointed as well! Seeing as they have many GSD's, too. ...

The State Police K-9 Unit, which trains at the state's Meriden K-9 Academy, already includes 85 dogs, the majority of them German shepherds with some Labrador retrievers, Vance said.

Labs are used because they are less intimidating than GSD's especially as courier dogs.  Floppy eared dogs are often preferred to run terminals and people.

Also, the state (for the most part) doesn't cross train their GSD's for explosives. They seem to rather cross train in Narcotics, SAR, Cadaver and use the single purpose Labs for Explosives. I think this is not only because of the floppy earred (less intimidating) thing someone else mentioned (which is true) but also because the Troopers who have this job have no reason to have a GSD or Patrol trained dog making it more reasonable to use Labs.
