If you are happy with the brand and model of heating pad in a whelping box, please let me know the brand, model and wattage(current) and voltage.
I plan to keep the room temp at about 75F.

If the room temp is 75 - why would you need a heating pad? That is plenty warm enough in the room.

What if mom stays away for ten minutes? Would 75F be too cold especially for week 1?
What if mom has to go to the vet for two or three hours? Pups can maintain body temp at 12F difference, so the room has to be 88-90F without mom?
In the wild, 75F would be warm but wild dogs whelp in caves or dens, enclosed. A typical whelping box is not covered, warm air rises.

I usually have a commercial heating pad under one side of the whelping box, so no electrical cords/actual pad in the box. If the
puppies are cold, they will move towards it. If they are warm they will move away from it.

Yes, I plan to have one that covers only a small area of the whelping box so that the pups can crawl toward or away from it. But it has to be big enough for all the pups to gather.

I also use Lecktro and it works very well. It is automatic and temp controlled so that it does not over heat. I drill a hole in a corner of the whelping box under the rail to send the cord though. For the first 2 weeks they DO need heat.Room temp of 75 f is good as long as mom is not too hot. With the heating pad it is not much of a worry.

I have used both infrared lamp and heating pad. I like the heating pad because it seems like they will move to it if they need it, away from it if they don't. Sometimes they will all move away from the bitch to the pad. I cover it with a blanket and sheet. I always feel the blanket to see that it's warm enough but not hot. If it's comfortable for you it's comfortable to them.
But I have used the lamp with the same results. It's all about what you prefer as long as they're warm for the first three weeks.
