Yes, try resizing before submitting. If it's a very large picture taken straight from a camera with a high resolution, then the image can be 10-50 mb and take too long to upload and the maximum upload time will occur (it's not per size but per time limit)
Take it down to 800 or 600 pixels per width/height (whichever is larger) and it should upload in a snap.
