If you had your pup three months ago when she was 2 months old, it is now end of 5 months old.
A female GSD should have gained most of her height by the end of five months, even at ideal rate of growth. A 5 month female would gain no more than one inch till maturity, I think.
If she is now 22", she likely would not be over 23" at maturity.
23" is quite OK, although a bit small.
The standard is 22-24 " for a female. You cannot find fault in a breeder in regard to size, although many people want it a bit larger.

I really can't agree with this statement.
At the start of the sixth month, a female GSD will have gained no less that 1.5 inches less than its final height even at ideal rate of growth.
A young female pup will put up weight in larger organs and roomier chest etc, but nearly all height is gained within the first six months.

I would never consider the height of a 6 mo old *close to mature size*.
My experience is that females grow in height until about 10 mos old.....some even older.
I would estimate the final *size/height* would be completely reached by the time they are in the 12-18mo class for conformation, and it is at this time height is recorded for the judge.
Just my opinion, observation and experience.....nothing more.

well, since we don't have pics yet and are making guesses, I'm gonna make mine.
The pink nose will clear up.
The dog is probably not going to be too small.
The hocks may or may not improve. Depends on if they are just a little loose or if the pup is truly cow hocked.
The tail, if it is bent "sideways" as the OP states and if that bend is approx 4-6" from the tip is a serious fault and enough to cry foul in an extra priced pup, even if all else is well.

I am thankful to all of you for taking the time out to reply. I think opinions / advice posted by most of you appear to be pretty level headed.
I weighed her last week and she was 15kgs(33ibs), for a 5.6 month old, is that weight good? I did not measure height. Tail bent (4-6")?, will check, I think it will be around the 4" mark. Like you said Rik, pink streaks may pass away, hocks have improved slightly over the last 2 months and may just improve more with time.
It Just may be a case of giving little bit more time.
Other than these few undesirable traits(which shouldn't have been there), she is an absolute joy to have around.
I have a few videos which are 1.5 months old but can't seem to attach the same in this conversation, how should i share the same with you guys?

Rik is correct about the possible effect of plastic bowls on the dog's nose. i have seen this first-hand with a dog that I fed from plastic bowls many years ago. The black nose did turn pink. When I asked the vet about it, the first thing he asked was whether I was feeding from a plastic bowl. I was and changed to stainless steel (another misnomer! ). The pink disappeared and changed into a black nose within a month.

I use an old stainless steel cooking pot. I can heat it to sterilize it.

All the female dogs I have had grew no more than one inch after 6 months. Some no more than half an inch. All were thin and under controlled food intake and moderate calcium.
A female GSD can gain 10-15 pounds of ideal weight after 6 months until maturity as she fills up, but not much in height, IME.
