Well and I have not found the german shepherds to be natural pullers;  therefore, it is like teaching any other command, a new thing so go slow and have fun teaching it;  I used to start younger dogs pulling empty milk cartons behind them to first get them used to having something chasing/dangling/noisily behind them maybe then move to light bike tire or ??  Some dogs are freaks about it, some don't care about something behind them.  I taught my german boy to pull just like any other command and a separate entity with treats and/or a ball reward at the end even for pulling 10 feet.  Same will go for the treadmill or carpet mill.  You might have to coax him a little bit.  Then great praise, coax then again great praise.  And so on.  Good luck  Nan
