Is it horrible? Depends, at the vets office, if I happen to be on the other side of the door trying to talk to the vet and can't hear what he's saying because your dog is nuisance barking, yes. Annoying is annoying. Especially if I'm there with an injured dog and trying to keep mine calm while yours is trying to play with everything in site. What about those with cats that just got worked up by your dog? What about those people that won't be returning home with their beloved animal? Again, I wouldn't want to hear your dogs nonstop barking while I'm trying to grieve over mine's final moments.

I do like that my dogs bark, but when they have the reason to, not just because they can. At 14 weeks old, this is a behavior you should be able to squash easily. Your situation can easily turn into her barking at anything and everything simply because she can! At that point the tickets from animal control will start rolling in with fines and possible removal or euthanasia for the dog.

You have to keep in mind that while many people love dogs, that doesn't mean that they love your dog.

Beetree said it right, the key is being consistent in training a dog.
Your puppy will come to respect you when she realises that if
you say No you do mean No and always will, not that you will
let up and allow her to do it a couple of minutes, or hours, later.
Owner has to be very vigilant about this;  hard work, but worth
it - however long it takes  (varies from dog to dog).  Good luck.

At 14 weeks old your puppy is exactly that, a puppy. Now is the perfect time to start correcting the behaviour! Do everything in your power to teach your dog to knock it off. As your puppy grows up the barking at dogs will escalate to barking at cars or people or other animals and an 80 lb GSD throwing a temper tantrum is not something anybody wants to deal with. Been there, done that. Gentle leaders are crap and I would not recommend using it... there are other threads on here about them if you feel like searching.

I hate it when a dog barks for no reason.  I always say the reason why a dog barks is because the owner lets it.

When a dog approaches, get your dogs attention with food - hold the food to your face while calling it's name.  If it won't look at you, put the food in front of your dog's nose and draw his gaze up to you..  When you get past the other dog, feed your dog.  If your dog looks at the other dog instead of looking at you, correct it.  If you your dog barks at the other dog, correct.

If you can't keep your dog's gaze, get better food and/or be sure to walk your dog before it's been fed.
