Many people including some judges regard the standard as being a bit too small, so they aim for the high end of the standard.

The standard for male is said to be 24-26" for male, but actually in the show ring 26 is not the high end, but  the target.

My female measured 22.75" for her Agility Jump Card and weighs around 63#.  The public always asks me if she is a puppy or even a mix because she is so "small."  Then they look at me like I'm crazy when I tell them that it's in the breed standard.

Mine is 26" tall and 65 lbs... She is over standard.

I'd love to be able to do agility with my "small" girl.  As I think she'd kick some butt, as she's so fast and athletic.   She kicks the boys butt in the running department.  I swear I see her kick it into overdrive to pass him when playing ball.   Her body gets lower to the ground and her ears go back, almost like lock and load.   But, she's also smart enough that if he has enough of a head start, she won't make the effort.   LOL   Jumping is absolutely effortless.    In my spare time I suppose.   She far prefers to run vs. trot when she's herding.   Though the running is rather stealth like.   As my friend says, like holding a comet by the tail!

Just respect the standard and it would be perfect IMO

most  people think shep should be large cause thats what the american were breeding, so that is all people had seen.
i too have a female at 23" and i think that is perfect for a female.
i have had people even ask me if my dog was a mix breed cause not to many people have seen german lines.
i just laugh at them.
i also have a male at 25" and i like that is perfect for a male too.
i have the german show lines.
