@GSDAdmin.   Thanks for the clue, at least, to point me in the right direction. LOL  Noted, too, that you chose the most negative, biased opinion to be found that rails against the Republicans.

Here is some information to balance out the fact that Republicans are not horn sprouting, pointy-tail wearing, sharp-tipped trident carrying devils, wanting school kids to starve so they can do poorly in school. As usual, there is so much more to the situation at hand because the current bill being advanced, attempts to address a new concept of eligibilty, funding and accountability. Wouldn't it be irresponsible to do otherwise?  I found these links (below), much more helpful in understanding what the issues are, including how they are relating to the determination for costs of reimbursement.

No one will argue against what the studies show: that the best learning opportunities in our schools happen when children are provided for with a healthy breakfast and lunch. How it becomes the governments obligation instead of a parents duty is never addressed.

This other link, too, really makes clear— certain details that are getting attention in who and how eligibilty is counted. I think the highlighed text is what is putting the fear and typical animosity to be expected, against the Republican authorship of The Improving Child Nutrition and Education Act of 2016 (H.R. 5003)

It is important to note that the bill would not eliminate the option for school districts to group schools with ISPs below 60 percent with other schools so that the ISP for the group as a whole exceeds 60 percent.  As a result, some of the schools that are affected by the bill might be grouped with schools with higher ISPs to allow them to continue to use community eligibility.  But it is impossible to know in advance which school districts would take this step and which schools they would group together.  Moreover, the process of reconfiguring groups would create an administrative burden for school districts and could be disruptive for schools affected by the changes.

"Absent fathers are because of high incarceration rates (which implies high rates of criminality)?" it is because of the broken justice system that is geared toward incarceration of minorities at much higher rates.  Why is it 1986 war on drugs listed 100 grams of cocaine (middle and rich white drug of choice) as equivalent to 1 gram of crack cocaine (drug of minorities) and receiving the same exact prison sentence?  Prisons have increased over 700% since 1970 and much of that is nonviolent drug-related crime and violent crime during that time has actually decreased. America is home to 5 percent of the world’s population, but 25 percent of the world’s prison population with the majority of incarcerated being minorities.  Once you are a felon, it is impossible to get a job with a decent wage.  All people coming out of prison either on probation or having served their time are stuck with thousands of dollars of fees that come from incarceration and if a payment is missed, it is back to prison.  Also the plea bargain rate is 97% for minorities and that is mostly due to the lack of adequate representation and the risk of life imprisonment for a first time ever offense involving drugs and no violence.  Those released must still pay for their public defender.  Even for profit prisons are allowed to do this fee system and it is interesting that their fees are higher.  So your implication it "implies high rates of criminality" is so far off the mark.

Now I am not saying there aren't minority criminals.  But the deck is stacked against the entire community.  Yes there are those that rise above.

@Noitsyou, if you could address my comments on the crime rates for whites and the lack of media hubris on the "cultural defects" that make them/you/us so prone to certain pathologies (of control) and stop deflecting with your comments about your wife. Wonderful that she "overcame" and improved her lot in life. Now , what is it that white people need to address in their/our communities ? Especially since they commit the majority of crime in the US , DESPITE WHAT MEDIA DRUMS INTO OUR HEADS. You lived in a ghetto....ok , so what. That gives you insight into the entirety of the black community ? I'm sure that , outside of your wife , there were no other people trying to improve their own lives with what little resources (financial or otherwise) that they had. Stop universalizing the particular .

@dshlerner :Thumbs Up   Here in the UK we don't have quite such polarised living as in much of the States;  reasons of both space and history I expect.  But we do have a certain amount of 'ghettoization', and we certainly have the prejudices and economic differences.

I am also a white person who has lived in largely black communities, so 'seen it from the inside' to some extent.  There have always been people who put the case, like noitsyou, for the black community 'pulling itself up by its bootstraps' and not giving into the despair and moral degeneration that leads to further problems - many of which do have their roots in the white world enforcing its prejudice, in 'stop & search', in job discrimination, in the money available to certain communities over others in schooling, healthcare etc - and it is a valid viewpoint for those with usually more middle-class aspirations and incomes;  but it never takes the full story or the depressing effects of The System into full account.  I don't know the answer, I could glibly say that as a socialist, if we had a revolution tomorrow it would all be put right ... but I have seen enough over my lifetime to realise honestly

that wouldn't be enough.
