So then if I decide imaging the Moon is made of Swiss Cheese in my living room, then walk outside and search for the Moon and find it, it really is made of Swiss Cheese because my conscious of perceptions  wanted it too ? Or is it because the Moon didn't exist before I searched for it and so it's made of Swiss Cheese when I find it ?

if you "decide" that very moment you have failed because you have decided in the ego mode in your lower state of consciousness. if the thought in your mind is that Vikram is my opponent and I have to win the rgument from him then you are in misery .Yes in higher state of consciousness you can choose your reality. That beyond your intellect. In the past a lot of people  thought that they could just sit down in a corner meditate and manifest cars in their garages :) That ain;t gonna happen. but yes in the higher state of consciousness the world is at your feet from the place of non local consciousness.
