Multiple explosive odor detection dogs died due to poor care/neglect... the U.S. State Department has stopped sending them over to several countries in the Middle East.

I get the idea behind sending detection dogs to other countries to help fight terrorism but its a whole lot more complicated than just sending them trained dogs and training people to handle them then leaving them to figure it out themselves.
If these people cannot even keep the dogs from dying of neglect do you really think they keep up with training or bonding with the dogs at all? With such poor living conditions I would bet these dogs were pretty much useless when it came to actually detecting anything. Huge waste of money and dog's lives when the dogs could have been used elsewhere where they would have been taken care of and appreciated.
