Hello,
Which of these dogs is the most drivey, charged, crazy, willing-to-do-whatever-you-want workaholic? I know the Border collie is smarter, but which of the two is easier trained? I heard Mal can be quite stubborn at first. I really want a dog that can get up and go, 0-1000 mph whenever you want it to for whatever reason, and who will do and think everything with full heart. I really want to do all sorts of dog sports, and that includes teaching silly tricks to my dog. I want a dog that will never tire, and which one of the two bonds more closely with it's owner?    Thanks!

Stubborness to where it becomes a training issue, is specific to individual dogs and specific lines, so your source was incorrect. Maybe they are confusing stubborness with dominance. The mal is probably going to periodically try to push you around to get what they want compared to a bc. Just like bc, mals are so willing to please. Both breeds will bond very closely, with the mal probably wanting to get more "physical" by constantly touching you. Intelligence and trainablility is high for both breeds - they make mediocre trainers look good. You will get intelligent, high drive, ready to go, drive you crazy if you don't work it, impatient, not think before they do something crazy with both breeds. Both breeds are ADHD. Make sure your mal is social with people and other animals if that is what you want. Some people joke that a mal is a bc on crack.
  
It takes a special person to take on either breed.

I think you are comparing eggs with ham here now..."all kinds of dog sports"...I would focus on one or two (or three as in IPO) diciplines and do them really well. Do you also want a personal relationship with that dog, or is "It" just a sport tool?
If you want to do any kind of protection sport, the Mali would be the better option, if you want to excel in agility, I would recommend the Border; if you are ADHD yourself, non of the breeds are suitable.

I really like a particular dog I know that's 3/4 BC and 1/4 Blue Heeler.  Any reason you have to have a purebred?

If you want a smaller or medium sized dog I recommend the sport mixes bred by flyball folks.  At least the ones in my area are SUPER dogs.  VERY drivey, great sport dogs but also great pets and don't seem to be as neurotic as many Mals or as nervy as most of the BCs I've seen.  Most of these mixes are 1/2 or 1/4 BC.
