Yes far as I know, you can only be a member without paper if you're a junior or a family member (living under the same address) as an another SV member.

One may register their dog directly with USA/SV without prior registration with AKC if the dog has another foreign registration.

Some x-rays sent to the SV from American, may have slipped through the cracks, but this is not the standard procedure. Currently, Americans can submit x-rays for "a" stamps through the United SchH Clubs of America or to physically present their dogs to an SV approved vet in Germany. USA is little more than the middle man handling and checking info to be submitted to the SV. They charge too much money for doing this, as well as, sitting on paper work and the x-rays at their office. It can take as much as 8-10 months. Some friends of mine waited over 12 months and 18 months to get the "a" stamp. The SV has given the GSDCA-WDA the go ahead to have an SV "a" stamps. I was told no one had developed a program, so they were not prepared to take on this responsibilty - the organization needed help to develop a viable program. My husband and I are knowledgable about the SV regulations and know the protocals for vaiours SV programs. Therefore, we wrote a proposal for an "a" stamp program, forms etc, and submitted the rough draft to the GSDCA-WDA. We also, developed another program, not a dual registry, but a "certified pedigree program". To date, we haven't heard anything in regard to either proposal.
