Looking for any and all advice on how to resolve a situation.  I don't really want to name the breeder, maybe I will at some point if that is what it will take to get some action.

We had purchased a female off of a breeder and things went alright.  I saw the same breeder had two upcoming litters and decided it was time to purchase a second dog.  He pretty quickly had us pay the full amount, telling us to reserve 1st pick of the litter we needed to pay in full.  When it came time to ship her he said we needed to pay even more money because there was a new airport tax (relating to the whole APHIS thing that was going on at the time), that as soon as I sent him the Western Union # that day, he would book her shipment that day.  Didn't hear much of anything and kept asking when she would be shipped with excuse after excuse.  Finally he actually gave me a tracking number and I had asked him to text/email or somehow contact me the next day she was to be shipped that she actually made it on the plane.  Didn't hear anything and it was an hour before I was to leave for the airport (4 hour drive away) that I finally emailed him.  He tells me she failed her health check and he didn't ship her.  So that kind of made me upset because why didn't he just tell me the day before, when she would have seen the vet?  I said we would take another puppy and he said none were available.  So of course like any other person in the world I asked for my money back.  And he pretty much said he had no money, but when his next litter arriving in a few months was born (which was to be December) he would pay us back.  I had mentioned we had looked into this airport tax and couldn't figure it out, I also breed cats and wanted to know more of what it was all about.  He finally told us it was to have puppies shipped under someone else's name so the USDA or whoever couldn't tell how many breeding dogs he had.  So I said he could at least refund that money since he never paid money to that person and he said he would but never did.  He actually did phone in December and said he didn't have any puppies after all and so had no money for us.  But I see now on facebook he has had 2 litters already this spring with 2 more arriving right away.  The story even gets more crazy, when we didn't get our puppy and he said he didn't have any more available, he then says we can have his pick puppy.  But pay him in full for that puppy, above and beyond what we already paid.  So say we already gave him $2000, and he was selling his pick for $3000.  We would need to send him another $3000 and he would still have our original $2000, to be refunded later.  We tried to work things out, I had said we are not a bank, we are not into loaning people we don't know money.  He ended up saying I was a horrible mother ruining Christmas for my kids by not buying this puppy, because I can't put trust in people.  And told me to basically never contact him again.
It is all just craziness!  We have paid in full for a puppy which we are never going to get, we want our money back!

Any advice is welcome.  We are prepared to file internet fraud, and post on all the bad breeder complaint sites our story.  I believe you can contact the state governer?  We are in Canada, breeder is in Pennsylvania.  Any advice?

I am not into Rottweilers, nor do I have any desire to be but I am sorry about your situation.  Not all dog breeders, brokers or  trainers are crooks. However,  there may be many, many more than any of us would like to think. I have been into German Shepherd Dogs for longer than I like to remember and I can't help but recall what an old timer told me many, many years ago. He said, (and I paraphrase) the only thing more crooked than dog brokers are horse brokers and being in Kentucky that got my attention.  Just this week, I  had a new found friend tell me that he bought a female from one of the "quote" top breeders and trainers in this country" unquote,  and he paid that individual $5000 to put a IPO 1 on the female after the purchase. The individual from whom this purchase and training agreement was made is a highly recognizable official in one of the GSD organizations in this country. One year or so later, the female came home with nothing more than an AD. Yes, and don't laugh, after a year of supposed professional training under the guidance of a "super-sophisticated and nationally recognized training team" nothing more could be accomplished than an AD"  There was no IPO 1. There was no BH. There was only an AD. Not only is that disgusting, if true, it is a completely shameful disgrace.  There is almost no training needed to prepare a German Shepherd Dog for an AD. Most GSDs can complete an AD running backwards 6 weeks after they are born. The individual citing this disgusting experience to  me is a highly respected professional who is extremely devoted to his dog.  If the conditions are as he says then his experience is nothing short of FRAUD.

If you are considering an agreement or purchase with any breeder, trainer, helper or broker and you haven't known them  and their activitities personally for 5-10 consecutive years,  ask for and demand proof of their qualifications and references.  Ask for and demand the names, addresses and phone numbers of the last 10 clients they have done business with and speak with everyone of those references before signing anything or committing any of your cash to a  business relationship.
