If a free society were totally free of laws, anyone could do whatever they wanted. There would be no laws and consequences for actions people took in society. Murders, rapes, and thefts would be common because some individuals would be emboldened by the lack of consequences or punishment for their actions. No society is ever free of rules and laws so that people can have an effective government with an infrastructure to maintain a growing country and economy.
