Most  americans DONT have the ability to run background checks on abusers and this would be a tool to help many groups (ie rescues, breeders, etc) keep their animals safe. And although I try and not bash ( sorry but have to) DDR-DSH your one to talk. This bill is meant to keep people like you from showing up on an unsuspecting persons doorstep.

Ok this is off topic but while reading the article I didnt understand why cutting the cows tail helps with milking (keep the poop off?). Is it done when the calf is born or sometime after?

One point that needs to be made is that these type of crimes are ones perpetrated where there is a serious mental health problem. Specifically, with certain types of abusers/hoarders, the literature is pretty clear that the recidivism rate is nearly 100% without required treatment and monitoring and prohibition against contact or owning animals. This is a mechanism by which to do that. It is obviously born from the laws and registry for convicted sex offenders.  One lives in my neighborhood and near a school bus stop where very small kids got waited for the bus. Because the citizens in the area were able to know this offender lived in the area, parents and others took other measures to make sure the kids were safe. The actual school bus stop was also moved farther away from the offender's residence and everyone knew what this man looked like and what vehicle he was driving. He soon moved.

Well, Hodie, you and sock puppet (aka bazza) etc keep flaunting this around, and obviously, if it is meant to intimidate me into silence, it is not working, is it? As few people are on this stupid forum, anyway (pretty much all the same people, really), are you telling anyone anything they don't already know? Someone said that if you tell someone something enough times that eventually they will believe it. I don't know about that, but I do know that things repeated too often become boring and lose their shock effect. So, have at it, I guess!

The "mental" component you keep referring to may be yours, that you are seemingly singularly obsessed with this sort of thing.

I have many thoughts on this and related matters, having more to do with the politicization of our courts, and the exploitation of hapless individuals to make case law, amoung other things. The dogs are just one piece in the puzzle, really.

To say that someone can NEVER adopt another mustang, for example, when they have successfully adopted and raised / trained two of them, for over ten years each, because of one plea agreement, one count, when there are so many in government corrals, standing in their own crap and nibbling dirty hay, with no options in sight is an example of the absurdity of this sort of policy. I spent a good $20,000 over the years on those horses and acted very responsibly towards them, but no thanks for that.. It is of course a moot point, since I don't WANT to adopt another mustang, and I could only make a drop of difference in the bucket if I did. It's no big deal in the total scheme of things.

PLEASE don't think that I would ever even consider to buy or sell anything with you, either.

California right now has the highest unemployment I think it's ever seen, and I think that the numbers are higher than officially reported. The state is SO cash-strapped and desperate that they are seriously discussing legalizing marijuana sales, so that it can be taxed. Having used the stuff myself, MANY years ago (last partaking about 1973) I can tell you that it is not only a waste of time and money, but it IS dangerous! I myself passed out on the stuff and blacked out.. no way I could have operated a motor vehicle or machinery. Everyone I knew who DID smoke pot back then knew very well about black outs. This is NOT something we need to legalize, IMO. Plus which is does not enhance creativity and coping skills in individuals. So, I was thinking on this and wondering why don't we just make business legal, again.. ??? What a thought! We've basically over-regulated everything which was previously legal, and now we are making pot-smoking legal! I suppose they would have to find some tecnicality to fine, like making your doobies too fat or "Bogarting the joint" in company.. Unbelievable, really... What a stupid, jackass state this has become!

Yes, it is done when they are a couple days old I think.

I worked (milked cows) for a farmer that had done this, and it was great for me, no tails whacking me in the face with skeet all over it.  Sometimes they really hurt. 

I asked him how they are supposed  to keep the flies off, and he said that the tail in the sh!t flapping all over their backs, creates more attraction for the flies, and without that, the flies didn't bother them nearly as much.  Dunno, we never did  it to our  cows...

Pigs also have there tails docked as youngsters, so they don't chew each others off.  Sheep.  Dogs have theirs done too, along with their ears....

Right about the cows. Also generally any other type of animal or animal-related industry they set their sites on.. They generally mess things up, rake in some money on a fundraising campaign, and walk away from it, leaving everyone else to sort out the mess!  It cannot always be sorted out, by the way!

You need to consider the source of ideas like this. They are not coming from people who have actual hands-on experience with dairies, or any other sort of industry which is directly involving the care of animals. These are fundraising organizations which have made themselves very, very rich (in the scores of MILLIONS and counting up) on basically meddling in the animal industries. Just do a Google and look up Wayne Pacelle's OWN statements,.. saying that he has no interest or sense of responsibility in the continuing existence of pure breeds. You really need to consider the source.. Who is promoting this sort of legislation, and what do they REALLY want, in the long run? You all need to think very seriously about this and make your own inquiries and investigations on the matter.

Do yourselves a favor and don't get caught up in my situation, past. This is a distraction, to take your mind and eyes off of what you SHOULD be paying attention to. If you really believe that there are things needing remedy, YOU should be working on the answers, NOT someone who has avowed to end the existence of purebred domestic species and animal agriculture. That's like dynamiting your own house, because you saw a mouse inside!!!!

Clue.. If Wayne Pacelle is for it, it's a bad thing for all of you! I know whereof I speak.. I did not form my opinions in a trivial manner. I actually took three days to attend one of their expo's and I saw some disturbing things, there. Even more disturbing have other large AR expo's been, or so I have heard. Many of these people are radicals in the truest sense of the word, and have political agendas exceeding the animal interest areas. The extremists are generally NOT friendly towards America and it's interests. So, I am quite sure that such people would like to the US reduced to a dysfunctional mess, with even her most basic agricultural industries in shambles.

And, hens will peck each other's eyes out and so on.. Animals are only cute in childrens' story books, at least reliably and consistently so. It is not for us to judge them from an ethical / moral standpoint. They are what they are. It is up to us to understand them and find ways to share the world with them. This requires honest observation, not strident contention and bias.

Most of us are moderately unhappy and stressed out, from time to time. Will it really be any different for other creatures? Why and how could it be? Every single wild animal on this planet will die of some sort of stressful, agonizing death, and that's just the way things work. They will either be eaten, or die of injuries from fighting or accident, or they will die of disease or thirst or hunger. Naturally, we try to the best of our ability to make things better than this for our animals, and zoo animals often outlive their wild peers by at least 30%.. But the animal rights activists are not happy with zoos or other forms of entertainment involving animals. Zoo people also suffer the slings and arrows, and the political backlash of AR campaigns.

These people are never satisfied and never rest.. You can never make concessions to them, either. Go to Wikipedia and read the definition of the "Hegelian dialectic" and you may understand more. What DO these people want? They want control.. control of you.. control of me (but, I won't give them that). Do you want to live your lives that way? I certainly don't..

Sock Puppet must have a day off, today, because he has not slammed me, yet.. But, I am expecting it, any time.
