The only vaccines "required" for a Health Certificate - for shipping or transport over state lines - is the state's own vaccine requirements. Does any state REQUIRE BY LAW DHPP or any vaccine other than rabies? Most only require rabies. If state law only requires rabies, then rabies is the only vaccine required for Health certificate.
This requirement might be different for private businesses such as vets, boarding kennels, groomers or dog daycare - they may require certain other vaccines before the dog can be a client. But health certficate requiring vaccines other than those required by state law - doubt it.

Shipping by airlines only require a Health certificate of good health 10 days before the date of shipping and If , key word IF puppy is old enough a rabies Vacination usually for each state.
Most airlines require the puppy to be 8 weeks, and I had to wait for one airline till the pup was 10weeks old. Check each airline before hand. Check each COUNTRY for its requirements long before you make a contract for sale and /or shipping.
OUT of the country shipping is another story , same requirements leaving, but SOME countries have quarantine times, and do require a Negative Bortatella Test result .plus Rabies
Most vets ask you about the puppies health and ask are all the shots up to date and he checks yes.
This is only a good idea and tells airlines that the Vet did sign his name to a Healthy puppy for travel..
A health certificate for buyer of a puppy is a whole nother ball game. This certificate requires shots , according to age of puppy or dogs, appropriate vacinations for DHPP, etc plus rabies be signed by seller and buyer to be up to date at the time of sale.
Buyer Contracts are individually written and shipping across state lines usually do want all pups to be 8 weeks old with proof in a Health certificate from a Vet, with Rabies only IF puppy is old enough for such rabies and meeting state requirement.
I give all my own pups shots and all my adult dogs their shots and wormings and have for years but they are ordered from reputable order houses.
