If it's the paws only, I would suspect something that touches the paws... the same pollen doesn't last all summer, so unless the dog is allergic to all pollen/molds/spores/etc., I think more likely something like chiggers, mosquitoes, flies, etc. in the yard biting, or maybe a microscopic parasite/mold/mildew, or maybe poison ivy/sumac/oak, the grass, itself (especially after cutting), or rabbit/squirrel/etc. pee/poo in the yard, or something you're putting on the grass/flowers/veggies/trees, etc. etc. etc. If you have a pool, maybe chemicals are getting tracked into the yard and irritating...
It could even be something the neighbor is using or if you go for walks, it could be somewhere else entirely.
Maybe put dog booties on the paws when she's out, as well as washing the legs/paws when returning indoors?

While this sounds like a seasonal allergy, I would like to use this opportunity and mention that one out of many other causes of biting their feet is one not so known one, which is a heart failure like in congested heart. I am not saying that this is the case here, but people should keep this on their mind when their dogs start to bite their feet. The reason is that in dogs with congestive heart failure, the peripheral blood circulation is compromised in extremities and thus the dog's feet will tingle the same way as when your arm "goes to sleep".
