Well I can see this from several angles.  It's never easy for someone who has never been put into a situation like these to understand what is truly going on..... or how hard it is to concentrate with a four year old running around your chair as you type.  I have a SD (service dog) and noticed that many people who know nothing of service animals are the most critical of them.  And even some who have experience with them. 

Guess in my opinion it is always good to be able to come onto these boards and state an opinion but remember that all it is, is an opinion.

Having said that the police and dog were in full right in the first photo but I'm not sure about the video because of lack of information.  Most guard or attack animals hit adrenalin highs that are hard to spot and not the fault of dog or handler.  Just a fact of life.
