Nevada ceded the majority of their land to the Federal Government in application for Statehood. There is no such animal as pre-emptive rights to federal land, period. It can be used for cattle grazing, at the discretion of and by permit, for private ranchers grazing cattle on federal land. Cliven hasn't paid his dues for over 20 years, he's a theif.
