It looks to me like the dog is trying to take the sleeve, and he is trying to do so from a position it has been released to him in the past.

Dog loves the sleeve - dog does not love the stick, avoiding man, slides up under sleeve (at side of arm)instead of launching translates into back, neck injury eventually. Back tie, dog focused on sleeve, avoiding man. That's what I see in the video.

All points of view are points of view. If one is asking, is the dog powerful in hitting the sleeve, one point of view is...absolutely. If one is asking, is the dog going to get maximum points on IPO field...POV can be absolutely not ( depends on the judges POV what he values in a dog's performance).
Ask if the dog appears civil and fighting the man, one POV is...absolutely not. Ask if the dog is tugging for possession of the sleeve, point of view is...yes.
POV depends on questions asked...The answers depend on the person's experience.
