If your garage has a slick surface, then having something underfoot that will give grip is better for their hips/joints. That being said, you don't want any flooring surface that they can chew or unravel as that can pose a danger of ingestion & blockage. The ultimate would be horse stall mats, heavy enough to withstand abuse & will not lift plus easy to clean!

I have indoor outdoor carpet under the kennel in my garage, Im out there a LOT cleaning up with paper towels and disinfectant spray but each time the carpet gets dirty enough "which is a lot" a replace with fresh carpet, its cheap and I really like keeping it as clean as possible. I posted a new post "whelping my first litter" showing the pups that I should have just updated on this post instead.... sorry
You can see how those babies are thriving and getting bigger fast.
