If you could take another photo of your dog in a more relaxed stance, without pulling so hard on the chain ( you are making the dogs neck & head look out of proportion )..
Take the photo side on to the dog.
How old is she?
Did you breed her?
I have not seen a German Shepherd with hind dew claws even at birth for over 30 years.

Please do not feel bad at what we said, when we give opinion to a breeder it is different than when we give it to an ordinary dog owner, usually a breeder takes other's opinions to evaluate his/her breeding dogs to see whether they're breed worthy or not, or to see theirr offspring are on the right path or not, so some people be more direct and more honest in their opinion. I assure you that people who gave you their opinion are keeping in mind the best for you and the breed too, here you find many good and experienced people, I am the least among them, and they are ready to help you in any way they can, some will be direct and forward in their opinion and usually these are the ones we learn from because they tell us the truth as it is. Please do not feel bad and just keep in mind that what really matters is what is best for our dogs. Good luck.

They are called dewclaws and some GSD's are born with them. They should be removed BY A VET when the puppies are few days old.
