I would have checked the tax records and found who the owner of the property was. then looked up the phone number and called the owner.
If that didn't work, then would have called the local humane society.
If all else failed, would have called the local TV station....

my friend's poodle used to climb rooftops very proficiently...never got hurt...

My Aussie used to drive me crazy... if I didn't latch the upstairs porch window tightly she'd jump over the railing, across 3' of space to the downstairs porch roof, then run up and down the roof to the main house for a whilel til she jumped down to the back porch... Which would lead to me going out on the back porch, climbing up on the railing and telling her to jump into my arms!! She never jumped off on her own (not that I recommend this as a way of exercising your dog, btw) Misty had a mind of her own at times, and lived to be 15.
