I am glad this boy found a good home.
His tattoo may have been done by someone from an organization like 'Tattoo-A-Pet'. I know of three or four other such organizations that register tattoos and send people that they have trained out to tattoo people's pets. Some require people to use numbers of the company's choosing, others let the owner choose.
